HEMPSTEAD, Texas – A Hempstead area contractor is now facing first-degree felony theft charges that stems from a lengthy investigation into the town’s former mayor. Robert Glover was booked into the Waller County jail on a charge of theft by a government contractor.
Former Mayor Michael Wolfe pleaded guilty to the first-degree felony charge of misapplication of fiduciary property on Feb. 15 and was sentenced to six years in prison. Prosecutors said Wolf was paying Glover for road work that was either never done or never completed.

“The Waller County DA’s office will continue to aggressively prosecute anyone who takes advantage of taxpayers’ money for their own benefit. As previously shown in the trial of Michael Wolfe, Robert Glover took advantage of the people of Hempstead by getting paid for roads he knew he never built. We look forward to presenting the full facts of this case in court and getting the people of Hempstead and Waller County justice for what Glover took from them,” DIstrict Attorney Sean Whittmore wrote in a recent statement to KPRC 2 Investigates.
A woman who identified herself as Glover’s wife answered a call at his business on Saturday, but declined to comment,
